sure whether the attack which came with no warning was born or domestic. >> at this time there is no claim of responsibility. the range of suspects and motives remains wide open. >> the fbi began to piece together what caused the blast itself. >> among those things and partially recovered were pieces of black nylon which could of been a backpack and fragments what could of been bbs and nails possibly contained in a pressure cooker device. >> no matter who was responsible boston residents are refusing to let this attack shut down their city. >> terrorism is a way of making you fear and change the way you live. i refuse to do that. >> president obama will be coming from washington to boston tomorrow participate in a prayer vigil.

>> a picture that was sent in to aid to the aged in boston and showing what appears to be the second bomb on the sidewalk. right before it exploded. this is the one that one off 10 seconds and about a hundred yards down the course of the first bomb. it has not been released by authorities as to whether or not this second bomb was a pressure cooker device little with ball bearings and nails. we've heard from our cnn affiliate's that the pressure cooker lead on the first bomb has now been found on our roof of a building adjacent to where it exploded. this appears to show the second bomb right before it exploded. >> the bay area boy meanwhile was wounded in the blast is scheduled to go

surgery today. 11 year-old aaron turnhern of martina's was near the finish line cheering on his mother who was running in the race when he caught he was caught in one of the blast. he is in stable condition in intensive care unit. back in the bay area, his grandmother says she was shocked to learn what happens and grandson. >> he was bright, happy and very athletic played baseball, basketball, football. >> parents family will stay in boston for another week for follow-up surgeries. >> the city martinez is a close-knit community when word went out that one of

their own became victims of the boston marathon attack they sprung into action. the owners of the roxx restaurant on main street held a fund-raising dinner that was supported and promoted by the restaurant. people from all around martinez came up to support her family and to enjoy the meal. the owners of themroxx restaurants say they stopped counting meals once it hit about 150 people. all the food was donated for this event and all the money raised is going to help the hern family with expenses.

advisory is in place. >> we are waking up to plenty of sunshine around the bay area. it is definitely a bright start to the morning. crazy at times especially along the coastline but gradually warmer weather over the next couple of days. but his inheritance and under temperatures, 55 san francisco mid-40s out the door in the bottom. tracking the numbers into the afternoon coming up in just a couple of minutes. >> in just over two weeks since the bay area paramedic was murdered and now i arrests have been made. a paramedic shot and killed while riding in the oakland hills. the arrests were five boys ages 16 and younger. will tran is on the scene. >> new this morning the prosecutors will file charges against those five teenagers. they're deciding whether not to file charges

as a juvenile or adult. here's a picture of the off- duty paramedic, 34 year-old quinn boyer. he was in oakland at the time and the process of taking his father to the hospital when shots were fired. they made the final four arrest the same day he was laid to rest. here is a video of the scene on april 2nd. he was driving and stopped at a stop sign and that is once shots were fired. he lost control of his car and crashed into a ravine. the officers came out and look all over for several hours in water on able to make the arrests. these investigators are work and tips from the community and one person who literally saw the car's speed off. two weeks later they made a arrest, the first one on monday. they talk to the suspect and then the at bat suspect led them to the other four and made the arrest tuesday afternoon.

>> following the latest with the bay bridge and those bolts that were found to be defective. jackie sissel is discovering more about these boats and their history. >> there are new reports out this morning indicating caltrans actually ordered some tests as early as 2008 on those boatsbulletolts. 96 of these bolts were put into the bay bridge. as they were being tightened, 33 of them

actually it failed, cracked. the report today they say as early as 2008 there were questions about the integrity of these bowls and the manufacturer who actually made the bolts. that was the icing co. and ohio. caltrans ashley ordered additional tests on the bolts. they wanted to make sure that they were structurally it fine. for whatever reason, those tests were not done. one-third of the 96 bullets ultimately failed. why did tests were not done is obviously part of the investigation. how're they going to fix this? last week there was a press conference addressing this. they said their engineers are working hard to come up with a fix for it. ultimately, the big question is how will it affect the bridge? how will the opening of the bridge be affected by all of this? it is scheduled haul but on labor

day weekend this year. that is in jeopardy right now. the question is if we're going back as far as 2008 and having a question about these bolts why were they put in? >> if you ask caltrans and they still say they're planning on opening. you are right, that may be in jeopardy, we will have to see. >> a san jose city council has approved an $82 million facility for corporate jets at mineta san jose international airport. the 10 to one approval did not add an extra kirke provision that had been omitted in the bidding process. signature flight services will enter into a 50 year lease for the project that includes seven hankers for corporate jets, most of which will house aircraft for google executives. the signature facility is projected to provide at least $3 million

the fbi. >> the president i'm sure what your last if he has been briefed on the letters. he was briefed last night and then again this morning. >> secondly, there is obviously a lot of interest in the explosions in boston. i want to make clear as you heard from the president yesterday's that our hearts and prayers go out to the victims and to the families who are injured. those were injured as well as killed in this heinous and cowardly act. the full weight of the federal government is behind the investigation which is being led by the fbi. >> as the president said, we will find out who did this year it will find out why and we will bring those responsible to justice. >> with that said, it is very important we allow this investigation to run its full course and to insure retain integrity of that investigation. >> therefore, on matters related to the investigation i direct you to the fbi.

>> as you know the fbi is giving press briefings on the ground in boston. i believe there will hold another briefing today. >> the president has been briefed regularly on the incident and boston. beginning almost immediately after it took place. >> this morning the president again, convened a meeting in the oval office with his national security team on the ongoing investigation. participating with the attorney general, the fbi director, the president and chief of staff, and his national security adviser. his homeland security adviser and counter-terrorism adviser were also included. the national security adviser white house counsel. deputy chief of staff, identity of national security adviser, and the vice president of national security advisor. as you know tomorrow morning the

president will travel to boston to speak at an interfaith service a dedicated to those were greatly wounded or killed in monday's bombing. >> i have a scheduling update on the first lady will join him on the trip to boston. >> with that i will take questions. >> obviously the public already nervous in the situation in boston. the fbi told the white house about whether the letter received is related to the boston is in? >> the statement the fbi put out it is my understanding they have not made that connection i would prefer you to the fbi for that. >> do you know if they're not making it question mark >> i will refer you to the fbi. at this point can you say anything to the wall the question >> i can tell you what we do know for a long time there is the long established procedures and protocols anytime a suspicious powder is located in a mail facility is tested. i would underscore that the male is screened and the test are

explosion on whether this was a foreign terrorist for domestic incident? >> what the president said yesterday's remains true today. which is that there is an active investigation ongoing. we have the full weight of the federal government behind this investigation being led by the fbi. all components of the federal government is assisting including the intelligence committee and others. assisting state and local authorities and the fbi in this investigation. >> at the president said we do not know at this time yet whether it was an organization or an individual, foreign or domestic. but we will find out! we will hold accountable and bring to justice who ever is response will!. this is not even 48 hours into the investigation and it is important we maintain the integrity of

the investigation. it is important as both state and local law-enforcement officials and government officials as well as federal officials have made clear, the american people provide whatever information they man have that could be of assistance in this investigation. >> there is an 800 number 1800 call fbi which has been put out to provide a method for individuals who may have informations to contact law enforcement on this matter. >> that is absolutely the responsible thing to do. >> but, the details of the progress of the investigation assessments about preliminary assessments about lead irresponsible i would not make. i think that as a matter of all holding the integrity of investigation others were not well. >> yes

>> there is still police tape around pennsylvania avenue. is that a temporary measure or have there been any other threats to the white house of the letters? >> i am not aware of any. the secret service said yesterday's it is normal procedure and through an abundance of caution actions are taken but i would refer you to them for any details about the perimeter and any action at the secret service may be taking today. >> is the president is cursed by the fact that there are not or leave it in the boston bombing? >> i would not say one way or the other because i think it is important to allow investigators to do their work. >> he is being briefed on this rather early. he had a substantial meeting earlier today. a counter-terrorism and hall led security adviser is updating him continually throughout the day and in the evening at night on these matters.

just who we are as a people. >> how did he reacts to the briefings about the letters that were addressed to him? >> the president was briefed on these matters i did not have a way to characterize his reaction. obviously he understands and we all understand there are procedures in place as the fbi said there are practices in place that ensure that materials that are suspicious are substances found to be suspicious at remote locations are then sent for secondary and more intense testing. that process is underway now. >> focus in on julie's question at the end of the fbi statement is a there is no indication of the connection with the attack and boston. why will they not expressly ruled out a connection nor will you? why is that? >> i will point to the fbi which yet decided where they say the there is no indication. that is a

clear statement. >> i think that is for the investigating the cars is to say they ever made a fairly clear statement which i suggested to julie that it was available in the statement they put out. i will not a says it further from here. i will remind you these investigations, the bombings and the letters in question here are just under way. i would not presume to characterize the nature of the investigation i would point to the statement by the fbi as you said they said they have no indication of a connection between the two. >> may i clarify the statement refers to two different facilities. we also know of a letter that was sent to capitol hill. can you clarify the total of
